Persona — chat planner voice (CYBERINE_PERSONA)
The chat planner (cyberine chat, cyberine web) opens every session with a persona preamble prepended
above its operational instructions. The persona controls tone and voice; operational behavior
(tools, dispatch, memory, rules) is unchanged.
# Default — Cyberine persona active (no env needed)

# Disable the persona; operational instructions stand alone

The persona preamble is loaded from src/core/personas/cyberine.ts (CYBERINE_SYSTEM_PROMPT).
It also feeds dispatched build agents and surfaces in the TUI spinner verbs
(Looping the fleet, Closing the loop) and the welcome banner tagline
(Cyberine · the self-evolving loop).
See docs/design/persona.md for a full description of the Cyberine identity and the surfaces
it touches.
